New Reference Bulletin out for public comment

The Mackenzie Valley Environmental Impact Review Board has prepared the attached draft reference bulletin to describe and clarify the procedures during the Review Board’s consideration of making its own motion to refer a development to environmental assessment pursuant to section 126 of the Mackenzie Valley Resource Management Act.

Northern Regulatory Improvements Initiative

The Review Board has added a new section to its reference library called "Other External Initiatives" .

This new section of the reference library highlights some resource management initiatives lead by other organizations, in which the Review Board is participating. The section is not meant to be a comprehensive listing of all documents and correspondence. Instead, the select documents posted are meant to provide an overview of the Review Board's involvement in these initiatives.

Included is this section is a folder for the NWT Environmental Audit 2005 and a folder for the Northern Regulatory Improvements Initiative . More external initiatives may be added in the future.

New Manager of Communications

The Mackenzie Valley Environmental Impact Review Board is pleased to announce the promotion of Renita Jenkins (Schuh) to Manager of Communications.

As Manager of Communications, Renita is now the Review Board’s main contact for media and the public on matters relating to ongoing environmental impact assessments and Review Board decisions as well as general information about various Review Board activities. She will also lead the development of Review Board communication initiatives.

The Review Board is looking for a Community Liaison Officer who will be responsible for providing advice to the Review Board on effective public involvement and use of traditional knowledge in environmental assessments.

Back by popular demand! SEIA workshops!

MVEIRB will be holding four sessions of the Socio-Economic Impact Assessment workshops in the month of June. These interactive workshops will help participants to do good socio-economic impact assessment and to use the newly released Socio-Economic Impact Assessment Guidelines.



Each workshop is limited to 15 participants, so register early. They will be held in the MVEIRB boardroom, Scotia Centre, Suite 200 on June 13, 15, 25, and 28th. Registration is free.

Environmental Assessment Updates

Just Released! CGV Report of Environmental Assessment

The Review Board has recommended that the Minister of Indian and Northern Affairs Canada allow Consolidated Goldwin Ventures Inc.'s Mineral Exploration Program to proceed to the regulatory phase, subject to measures the Review Board outlined in its Report of Environmental Assessment.

Taltson Issues Scoping Sessions

The Review Board is holding public scoping sessions in Fort Smith, Fort Resolution, Lutselk'e and Yellowknife for Deze Energy Corporation Ltd.'s Taltson Hydroelectric Expansion Project. The expansion project adds 36 MW of power to the Taltson Twin Gorges Plant near Fort Smith and includes a 690 kilometer transmission line to the diamonds mines in the NWT.


The Review Board would like to hear what issues interested parties and the public feel the board needs to focus on during the environmental assessment of the expansion project.

Selwyn Draft Workplan Released

The Review Board has released the draft workplan for the environmental assessment of Selwyn Resources Ltd.'s planned mineral exploration program on the NWT-Yukon border.



The comment period for this draft workplan ends on November 7th, 2007.



The Review Board anticipates the draft Terms of Reference will be available at the end of November.

Minister adopts Review Board recommendation for UR Energy

The Minister of Indian and Northern Affairs Canada, and on behalf of the responsible ministers, has formally adopted the Review Board's recommendation that the exploration work proposed by UR Energy in the upper Thelon be rejected without an environmental impact review.

NEW EA: Taltson Hydroelectric Expansion Project

The Mackenzie Valley Land and Water Board has referred Dezé Energy Corporation Ltd.'s Taltson Hydroelectric Expansion Project for an environmental assessment.



This is a hydroelectric project that adds a new 36 MW power plant at the existing 18 MW Taltson Twin Gorges Plant and includes transmission lines through the Akaitcho region and Monfwi Gogha De Niitlee.

The Mackenzie Valley Environmental Impact Review Board is hosting a joint public hearing for the environmental assessments of the following proposed developments:

Consolidated Gold Win Venture Inc.’s proposed mineral exploration program in the North Slave region, southeast of Yellowknife (EA0506-005)


Sidon International Resources Corp.’s proposed mineral exploration program in the North Slave region, southeast of Yellowknife (EA0506-006)



The Review Board is combining the public hearings of the two proposed developments into a joint public hearing in response to concerns expressed at a March 14, 2007 pre-hearing conference with the parties to these EAs.

The Mackenzie Valley Environmental Impact Review Board has released its Annual Report for the 2006-07 fiscal year.

Inside the Annual Report, readers can find out about the Review Board's environmental impact assessment activities and strategic plan initiatives from this past fiscal year.

EIA Guidelines Overview

The Review Board's new "Environmental Impact Assessment Guidelines: Overview" document is a condensed version of the Review Board's EIA Guidelines.

If you're unfamiliar with the EIA Guidelines or trying to get a better understanding of the guidelines, start with the overview.

The Review Board is releasing the Chipewyan, Dogrib, Gwich'in, and North and South Slavey versions of the overview this summer.
